Abstract Drug abuse is a crime that is linked to many criminal phenomena related to narcotic substances, as it is considered the ultimate goal of cultivation, manufacturing and trafficking operations. It can be said that combating this crime closes the door to all drug crimes, due to the closure of the distribution market for these substances, this has prompted contemporary legislation to address this crime and impose harsher penalties, whether as an independent crime containing both a material and moral component, or as a criminal intent stemming from the act of possessing narcotic substances. This is evident from a study of Egyptian and Emirati law, where criminal policy in both countries has tended to enact specific legislation to address this type of crime.
