Abstract

After World War II, international developments and changes led to the escalation of the phenomenon of international and non-international armed conflicts, especially racial and ethnic conflicts, and the accompanying increase in the number of refugees, stateless people and people displaced from their homelands. The need to develop the international protection system for refugees through special international agreements contained in international humanitarian law and international refugee law, and to expand the protection of their basic rights without any discrimination to confirm the support of the status enjoyed by these persons.
Although the rules of modern international law categorically prohibit war in accordance with the United Nations Charter and prohibit the use of force and the threat of its use between states, armed conflicts in the modern international organization have become a reality that cannot be ignored, and war is a fact of life, a social and human phenomenon that has accompanied man since his appearance on earth to this day.
In order to study international efforts to implement international humanitarian law, we will address this by studying the role of states and international organizations as well as the role of international criminal justice.
