Abstract:
Although there is a sort of agreement between the scholars of international environmental law with regards to many points e.g. International law-making, the emergence and evolution of this academic discipline, and the role of the principles in making international environmental law a “soft law”.There are, at the same time, differences among the scholars, the activists and politicians on major issues. These differences are caused not only by the controversies among the various issues but also the background of each and every writer ,his understanding of the environment and to what extent the writer is indoctrinated, and to what extent is he objective and free from any kind of influence, except that of scince. In addition, there is the factor of the newness of international environmental law as an academic discipline in terms of rules and principles which dates back, especially, to the UN Stockholm Conference on Human Environment-1972.
