     أصبح استخدام الإنترنت عاملاً محفزاً في جميع مجالات العمل في السنوات الأخيرة، ولم يعد أمام أي دولة تريد أن تواكب العصر ولا تتخلف عنه سوي الاتجاه نحو المجتمع الإلكتروني والتكنولوجيا الرقمية، والدولة التي تفكر في تجاهل ذلك تشبه تلك التي تفكر في رفض الطيران كوسيلة للمواصلات، وقد كان للقطاع الخاص فضل السبق في إتباع نظام الإدارة الإلكترونية فكل شركة تجارية تريد النجاح وإن صغر حجمها اتخذت موقعًا لها على شبكة الإنترنت تنجز عن طريقه أغلب معاملاتها فازدهر نشاطها^؛ وهو ما دفع الحكومات علي تبنى هذا الأسلوب الجديد في الإدارة للاستفادة مما يحققه من مزايا.
