Abstract

The right to know is the key means of exercising and controlling all of one's citizenship rights. Economic, social, and even political and cultural rights are required for their effective exercise, as it is not a luxury right formed for pure information without adopting a positive attitude that communicates the aim of deciding the right, but rather directly tied to the right. Another is the "right to free flow and circulation of knowledge."
This right is extremely vital during times of environmental crises and natural disasters because it is one of the components of successful management planning.  In accordance with local laws and international rules, this research will explore the relationship, the aspects of the legal framework for the relationship between citizenship and the right to know.
إن الحق في المعرفة هو السبيل الأوليّ لممارسة كافة حقوق المواطنة ثم الرقابة عليها، فالحقوق الاقتصادية والاجتماعية وحتى السياسية والثقافية يلزم لممارستها على الوجه الأمثل إقرار ذلك كونه ليس حقًا ترفيًا مقرراً لمحض المعرفة دون تبني موقف إيجابي يعبر عن الغاية من تقرير الحق، وإنما يرتبط ارتباطاً وثيقًا بحق آخر هو "الحق في تدفق المعلومات وتداولها" ، كما إن ذلك الحق يعد هاماً في أوقات الأزمات البيئية والكوارث الطبيعية كأحد عناصر التخطيط الإداري الفعال.
 و سوف يناقش ذك البحث العلاقة ملامح الإطار القانوني للعلاقة بين المواطنة والحق في المعرفة وفقا للتشريعات الوضعية والقواعد الدولية.
